OSINT for Trade Promotion Agencies: From News Monitoring to Opportunity Intelligence

A practical OSINT workflow for agencies that need to turn public information into commercial follow-up.

Open-source intelligence is not simply collecting more news. Its value comes from a repeatable method for deciding relevance, retaining evidence and routing useful findings to the right person.

Make the workflow explicit

Define source scope, collect observations, assess relevance, review important items, group related evidence and produce a decision-ready output. Each step should be reviewable.

Measure usefulness

Track how many candidates are accepted, rejected or unclear, how much analyst time is required and whether the resulting opportunities led to a useful conversation or action.

Collection, monitoring, analysis and opportunity intelligence

Collection gathers public material. Monitoring makes collection repeatable. Analysis tests what a development means against a priority. Opportunity intelligence applies that analysis to a plausible commercial or institutional follow-up. These are connected activities, not interchangeable labels.

Trade Promotion OSINT Workflow

Source → Observation → Classification → Entity → Signal → Relevance → Opportunity → Evidence → Review → Brief → Action

Use media, government, companies, procurement, research, funding, events and industry organisations as complementary sources. Classify the item and link the organisation, project, location and sector before asking whether it is a signal. Retain evidence throughout; otherwise a promising lead cannot be checked or handed over.

Complementary tools, not replacements

OSINT complements customs and trade databases, commercial intelligence tools, market research and media monitoring. Trade data can show flows and market research can explain a sector; public sources can reveal a consultation, new facility, funding call or event before those sources capture it. The appropriate mix depends on the question.

Review for usefulness

Prioritise findings by strategic fit, timing, feasibility, impact and evidence confidence. Measure accepted, rejected and unclear candidates, analyst time, and whether action produced a useful conversation. Do not measure success by the number of links collected.
